We purchased a townhome unit that had an old gas water heater that had not been installed to code and posed safety hazards.  The short, gas water heater had been installed in a low-ceiling (50" tall) utility closet behind the garage.  The vent pipe had a slightly downward slope instead of an upward slope meaning that noxious gases may not escape to the outside at a fast enough rate, and there were combustible materials (paper of drywall, floor joists, etc) within 1 inch of the vent pipe, which posed a fire risk.
