After completing his undergraduate studies at Texas Tech University in Lubbock, Texas, Dr. Carter earned his Doctor of Medicine at the University of Texas Health Science Center at San Antonio. He then completed his internal medicine internship and ophthalmology residency at Texas A&M University - Scott & White Memorial Hospital.
