Human Resources Development Council is a community action agency located in Billings, MT. We have programs to help many groups in our community.Our programs are designed to better the conditions under which low-income children, men and women learn, work and live. We understand that aside from generational poverty, many of our fellow Montanans are struggling today because of life's more common consequences such as an illness, loss of employment, divorce, or a disability.
